Il y a = There is/There are 
Il y a stays the same in French, no matter if the part of the sentence following is singular or plural, it's always il y a. 
Il y a une voiture devant la maison. There is a car in front of the house.
Il y a deux voitures devant la maison. There are two cars in front of the house.

It's the equivalent to 'hay' in Spanish. Hay un coche; hay dos coches.
