This seems to have worked for me. I had the same problem you showed towards the end of the video. The fps would drop to 20 randomly, even when I was standing still in town. For whatever reason, setting the fps of the foreground and background to 60 seems to have fixed it.

Dude on my 3080 ti i can play 4k max settings dlss quality with 116 almost lock framerate. But then all of a sudden fps drops to 30s and up again. I tried not even moving. Standing still. Still happening every 15 sec. It is server related.

i bought the game today and super disappointed, the game crashed so many time - its not playable. its crashed at level 9 so good job Blizzard. Frustrating 100%
