I believe the correct solution to your question is as follows: As you mentioned, the +VIN generates 19 volts, which then passes through the upper MOSFET. This voltage is adjusted by the IC via the UGATE, resulting in an output of 1.5 volts.

The IC then uses the PHASE pin to monitor this 1.5 volts and further fine-tunes the voltage through the LGATE to the second MOSFET. This step ensures a more precise voltage regulation, as it is crucial to maintain exactly 1.5 volts to avoid potentially short-circuiting other components.

1. One for the circuit
