After deleting the ubuntu directory, go back to diskpart, select your disk and the system partition again and execute "remove letter=z" to remove the assigned letter. System partition doesn't need a letter. If it has a letter, it is visible in the file explorer and you can give yourself the permission to do anything with it. Any tinkerer that doesn't know about system partition can remove your boot files.

Many thanks Murugan, just a follow-up comment: after your steps, the first time I reboot my machine it kept refreshing at some prior-booting stage; so I kept pressing F12, then machine led me to a booter selection menu. I later selected windows booter, and it led me to the correct windows system. For the following reboot trials, this thing never happen again (I guess this is a first-time issue? Btw I am using Lenovo Legion).

very much thank you !! it really works!!

Step 1: first open “Disk Management” from windows search. Now delete the linux partition volume and extends into either C/D drive.
Step 2: Now, open CMD and type below commands...
1. Diskpart
2. list disk
3. select Disk 0
4. list partition
5. select partition 1
6. assign letter=z
7. exit
Now main part to delete linux part...
After leaving Diskpart ... now you will, C:/../system32>
Step 3: now we deleting linux directory(grub loader) as well
C:/../system32> z:
C:/../system32> dir
C:/../system32> cd efi
C:/../system32> dir
C:/../system32> rd ubuntu /s
And hit Y to continue...
