I think it is quite interesting how the entire chapter can be seen as continued, progressive teaching by Jesus.
Verses 1-5: physical child presented and then a spiritual comparison is drawn.
Verses 6-9: a physical punishment for abuse, followed by another spiritual analogy of how to deal with abuse by a member of the body of Christ.
The discussion thus far has been about abuse so severe that it warrants physical or spiritual death. What happens to the lamb that was abused? Pain, fear, confusion, distrust, flight… They run, become lost, in need of recovery and need restoration.
Verses 10-11: Lost lambs, angels pleading their case, declaration of Jesus intent to seek (recover) and save (restore).
Verses 12-13: recovery operations to find and bring the lamb to safety.
Verses 14-20: restoration of a damaged, wounded lamb.
Verses 21-35: Jesus doubling down on how serious the whole forgiveness piece is when restoring the lamb. As a matter of fact, the consequences of failing to extend that forgiveness is the same as the guy who committed the crime in the first place. (Compare verses 7-9 to 34-35.)

Matthew 18
1. At this time, some of the disciples came to Jesus and asked him, who shall be the highest rank in the
kingdom of above.
2. And Jesus called a small child unto him and sat him near him,
3. and he said, truly, if you do not convert (Acts 3:19; Acts 2:38 John 8:31-36; Ecclesiastes 7:29) and become as
a small child (reborn), there is no possibility for you to enter into the kingdom of above.
(1 Peter 2:1-2; Romans 9:11; John 3:3)
4. Whoever shall humble himself in this way, to become as a small child (pure - innocent), he shall be
elevated into the kingdom of above. (Isaiah 66:2; Ecclesiastes 7:29)
5. Whoever shall receive the message of one of these coming in my name, he shall receive me.
(be converted and receive the holy spirit of Christ) (Acts 2:38; Acts 3:19)
6. But whoever of these that believe on me and again choose to offend me, it would be better for him if a
large millstone were hung around his neck and he be thrown into the deepest sea.
(2 Peter 2:20-22; Hebrews 10:26-27; Titus 2:11-12; Psalms 19:13; Luke 17:1)
7. Woe unto all in the world that commit such offenses against me, though it is necessary that temptations
occur, yet woe to the one that commits an offense against me. (Numbers 15:28-30; 1 John 5:16-17)
8. Therefore, if your hand or your foot cause you to do that which is evil, cut it off and throw it far from
you; For it is better for you to enter into eternal life maimed or crippled, than for you to have two hands and
two feet but be cast into the eternal fire.
9. If your eye causes you to commit an offense against me, pluck it out and throw it far from you; For it is
better for you to have only one eye when entering into eternal life, than for you to have both eyes and be
thrown into the eternal lake of fire. (Matthew 5:29; Mark 9:47; Hebrews 9:14)
10. See that no little ones (converts) bring an offense against me, because I tell you, the angels above see
everything and bring news of it before the Father above.
(Hebrews 4:13; Romans 2:6-10; Revelation 20:12-15)
11. Understand that the son of man has come to save those that have been lost.
