Tai Chi walking is all about maintaining your center. Don't let the movement of the leg pull your alignment off your center where you're falling into the step. We only pick up the foot when that leg is fully empty and when we first place the foot down on the ground, it is also still fully empty. Stay rooted so you stay centered and in control of your movements. Don't let your movements control your center.

Sifu, about the step forward, is it a yang style rule? Seems to me that in Chen style they step "throwing" the weight in some wide stances

Mm ok because it's just a little bit of yang style. The part of having just one leg rooted, and other arts like the ones I learned, internal, is basic.
