It's all Beerus fault that Universe 7 was at the second lowest mortal level. Beerus allowed Frieza to do what he wants and not only that, he also failed to destroy Babidi and Kid Buu. Beerus also destroy planets randomly just because their Food is bad.

That's bold of Beerus' part considering that the Supreme Kai's interference was one of the reasons why the universe was still around, because otherwise Babidi would've gotten Buu to kill all the remaining gods and rule supreme without no one in the way to stop them.

Not to mention that Frieza and Cold killed a bunch of mortals with Beerus' permission, some of them even were under his orders. And to top it all, Beerus has left MORO alive as well.
