Well, basically all throughout Europe this style of window is a standard affair. you basically have two options for window blinds: fit them on the outside of the recess (typically fitted with a pulley system that can be operated from the inside) or simply fitted to the moving part of the frame on the inside - don't know what's available in the US market, but there is really no disaster

Well, that's just good German quality work. Much better than the American windows. The glass in the USA is also terrible.Made in Germany is very good

Looks like the second window, the one without handle, lacks option to open. In germany usually both or each windows have each handle, if not they can still be opened by a little turn of a hinge of the handleless window, after opening the window with handle. No one wants to clean window in 10th floor standing on chair while trying not to fall.
Most make the mistake to build this type of window but let it open to the outside, which makes it impossible to clean the outside of the window glass.
Also, where is the mechanical operated screen to protect from light, cold, storm that come with german style windows.
