Our city lights on Earth are visible FROM ORBIT. They are no longer visible, however, even if you get no further away than our own Moon. For lights on Proxima Centauri b to be visible, even to James Webb, they would have to be about 500 times brighter than the light of our cities. So, if we were suddenly plopped down in a city so lit, we’d be…blinded.
