Open cell panel repair

We have blank screen in this PANDA 39" LC390TA2A panel.
Two problems were faced at the same time here. DC to DC IC was
damaged first and ITO track was also burnt which made this issue
little tricky. Track burnt again after running for few hours which is
common problem face by you all.
