I have both. I am more comfortable with Goodnotes for my needs. I say try each and use the one you like.

Notability has digital flash card templates in the gallery. I'm looking at several right now...

Goodnotes is giving me a hard time. The keyboard keeps popping up when I'm about to write even if I hide it as soon as I want to write it pops up again very frustrating 😡
