I am Bihari but Bihar and UP should not be incentivised for bad governance.

As a UP wala we demand our state must be divided into four states for better governance and rule of law.

It is better to divide the most populous Uttar Pradesh states into many small states than to raise the Lok Sabha seats in the states. Development of the state is more important than more MPs.

The only increase in seats should be of NE states, to increase stake of the political parties in NE to address their issues.

I'm Hindi speaker from North-West India who find that southern states are able to control-population, leading in education, human-progress. While UP, Bihar, MP always found at the bottom in progress. I expect more political representation of progressive states in India so that all states especially UP, Bihar, MP... can learn from them.

A new census would result even more decline in population of southern states considering the huge migration of graduates to Western nations and the GCC countries.

There should be a new formula and instead of population alone, it should be a set of new parameters and weighted average of such parameters should determine how many seats each state gets.

For example: population, size of landmass, contribution of each state towards GDP etc.

This will encourage each state to do better in every parameter.

Parliament delimitation should be on state GDP. At least then our country will take the economy seriously

I think delimitation should be done for state assemblies but not for lokshaba seats.

In order for India to be truly integrated in all senses, this historical injustice of political representation, economic disparity and hindi being given special state promotion must be stopped at the earliest.

We need to decentralise the subjects. Central Government should largely look at defense, foreign policy and home security issues. Most other subjects should be handled at State level. Accordingly, States should get more allocation from tax collections and have incentives to be fiscally prudent. This way the power is decentralised and the issue of delimitation will be less of a worry for states.

States like Karnataka, AP, Goa will low population density, but high per capita GDP will get punished the most

I see there are a few options.
1) Split the states that have too much area and population. And set caps on the max number of seats a state can get.
2) Create a Duckworth-Lewis formula to calculate the number of seats each state gets to balance population and responsibility.
3) A combination of 1 and 2.

All of them need amendment to constitution.
