I would this made me emotional, love seeing people put in the time to train their chihuahuas. Had a similar chi and while it took some time, it was worth it. Do you use e collars? I’ve been thinking about giving them a try.

Put on a harness not a collar to attach the leash. Dogs don't like being pulled at the neck!

The glaring mistake is how you are reaching first the lady reaches behind him where cannot see and then the man with his giant mitt lording over his head. I had a dog who was also very scared, going under his chin very slowly and gentle he trusted me instantly.
