Captain Cold is such a cool villain (pun intended). Leonard Snart is such an interesting character who doesn't get enough recognition and actually has an great dynamic with the Flash. Captain Cold actually has a lot of respect for The Flash and everything he does, and Flash respects Snart and the other Rogues since the majority of them are just middle-class crooks who are still professionals and treat the job of being a villain as such . They dont want to kill people if necessary, or take over the world, all they want is to get rich from stealing a big score and get out without any interference, but of course Flash cant let that happen. Leonard Snart also holds onto a strict code of ethics that he shares with the Rogues, and his relationship with his sister Lisa Snart/aka Golden Glider, is pretty sweet he genuinely cares about her since both of them had a rough childhood, and Snart had to look after his sister.
Captain Cold during the Forever Evil New 52 event even became a temporary member of the Justice League and what he did to Johnny Quick is quite literally COLD ASF!

all johnny did with his arrogant talking was letting cold know hes never dealt with a captain cold in his world. just a cop. hes as off guard as the flash was in their first encounter.

Snart is honestly a really respectable villain. He doesn’t kill and he’s one of the first villains to team up with the heroes when the worlds at stake. Really the only reason he even is a villain is because he likes the money and thrill

He explained that he could always kill him but why did he want to kill the flash He was just a thief. 😂 Keep an explained it to lex luthor and said well that's why you don't kill Superman right? I mean he does all your work for you He gets rid of your competition He keeps heroic self righteous heroes from killing you. And you use them against threats to your city He works for you for free and doesn't even know it. Lex gets this funny look on his face It's like yeah yeah that's exactly why. Later on Hired Captain Cold to join his security team. 😅 Lex was like saying to himself "oh my God I'm stupid"

It is one of those mutual things never discussed. Flash's Rogue gallery CAN kill him but so too can the Flash kill them in the time it takes for them to think about it.

Plus they try to keep to their own code of conduct for their work which makes them not just criminals but professionals. And as you know, Professionals have standards.
