Should we tell unbelievers that God loves them?

I will say that it's the love of God that leads people to repentance.
In my experience, I've seen that there's a higher likelihood that someone will turn to Jesus, if they know that they are loved by God, despite their sinful condition.

We have great examples of sermons preached in the book of Acts to unbelievers. Now give an example of any sermon in Acts from Peter, Paul and others that tells unbelievers at the beginning or at the end or somewhere in the middle of it, "God loves you!"
