Hong Kong has the potential to act as the command centre for China’s biotechnology innovation network, but could do with more government support to bridge the academia and industry, according to SinoMab Bioscience.The Hong Kong company is the city’s first home-grown biotech firm to go public under revamped market listing rules.

Firstly, Singapore is way ahead with their foresight in Biotech more than 15 years ago, u r late!!
Secondly, with the systemic violations of IP and patent rights, i doubt HK would be a right place for technology development of any kind..

Some biotech companies may do well in HK, but I don't think it can be a "command centre" for China's biotech network. Biotech hubs is different than those internet startup ecosystems the media likes to glorify. The R&D and Manufacturing needs to be closer together, quite often it's at the same place. Because there are some things that are done differently on the large scale vs the small scale lab environment, including the formula. With basic research, it will lie heavily with Academia, but a lot of work is also done in the healthcare industry, like inside the hospitals. Another big key to tie all this together is information, so a place that's really mature with bioinformatics is ideal, with AI now more likely to be use.
