When you turn the GoPro off is that blue light supposed to still be blinking?

I have a hero 4 Everything is very difficult. Everything is teensy-weensy. Where did you get that case that encloses it it looks like it’s easy to get all the buttons. How do you just shut the whole unit off? I still have the Wi-Fi connected how do I get into the settings to shut the Wi-Fi off? I need to know how I got it on the first place.
