This is a theory. In the granola saga it says the namekians came from another dimension or something which is a big deal considering the show is dragon ball and namekians make dragon balls. So what if super shenron gave the namekians 3 wishes and they asked for to be transported to another dimension. This could be because they were in danger or something and the second wish i have no idea but my guess is their 3rd wish was to have infintie wishes so he gave the namekian the power to make a dragon who grants wishes. But they realised not to abuse this and they only used it in times of need also the dragon can only be as powerful as the person who made it to make it fair.

I’m not exactly sure where I read this from a couple years back.. but it was something like how Zeno symbolizes an average every day kid in real life and the multiverse symbolizes different channels within a tv and how long Zeno lived = how long humans have been around (in theory).
