I think it may work but the settings are for Dubai and the MCC and MNC numbers are for the middle east.

I know this is an old post, but it just fixed a Samsung Note 3 for me, so I greatly appreciate the time in making the video. Any chance you can explain what I did actually, for example is it re-routing it through the internet using the Data connection, versus the previous data connection/port programmed by provider? My phone stopped working just a few days ago for MMS images being sent, so I was frustrated until I did these steps and it worked. I am only guessing what those steps had me do to the phone, but regardless it worked and I do appreciate your help!

I was able to do all of this except my Elephone P9000 Lite does not have an "APN Type" listed. It just has (APN enable/disable) APN is enabled in the 'On' position and cannot be altered or edited. Is this OK? Thanks.
