Keep in mind that the legend of korra wasn’t about overcoming a tyrant but the symbolism of what they stand for and positive polarization that overcomes them, Amon power was in identity and bringing people to a manageable level in what one calls equality destroying what makes an individual, he killed his own henchman(non bender) who stood against him
