Also, I believe they put the ramen packs like that because once they become hydrated they fill up the bottom. If they were to be the whole bottom, or pushed down they most likely wouldn't fully cook or they would be to big for the cup they are in.

It confuses me why people can plan about the ramen noodle one. The ramen cups are filled like that for a reason and the reasoning is when you pour the water into it it can expand and fill up the cup if it was filled halfway, the ramen would most likely spill out of the cup when you pour water into it
