I think indonesia should focus on saving it's existing boundaries by elevating it and not by expanding in the ocean. Look at Dubai who had build artificial islands in the ocean they are finding it difficult to maintain.

The lure of artificial islands = something governments should desist. It is quite silly and unproductive to maintain something that isn't supposed to be there naturally. I agree with developing sea-walls as business centers as it makes a lot of business sense (low investment, high returns).
