The Philippines don't have to agree to ask permission from China to resupply BRP Sierrra Madre on humanitarian grounds as if it is accepted China's territory. It is within Philippines EEZ. The Philippines has sovereign rights over 200 nautical miles of Exclusive Economic Zone. China's nine-dash line claim was already invalidated by UNCLOS arbitration court.
Better accept US Coast Guards' help in resupply missions to BRP Sierra Madre and
US, Philippines and other allies to jointly patrol the West Philippine Sea to uphold the rule of law and freedom of navigation.
