Saying they'll "just have to upgrade their encryption" is a bit disingenuous. Since the signature scheme is vulnerable to quantum computers, it means that every single coin owner will need to migrate their coins to new quantum resistant addresses BEFORE the first sufficiently powerful quantum computer is developed.

The technical work to update Bitcoin to support a quantum resistant signature scheme would likely take at least a few months, but getting everyone to perform an address migration will likely take years. Again, all of this has to happen before the first sufficiently powerful quantum computer is built.

I think that most people in the crypto sphere are being willfully ignorant of the very real threat that quantum computing poses.

Does everyone honestly believe that the Bitcoin network will standstill whilst a threat looms? ( Not that quantum computing is a threat) not the likely hood of a usable Quantcomp coming online within the next 10 years including Googles effort, is very slim, and when and if it does the bitcoin network will be enormous and likely protected by countries. Besides, the threat to Bitcoin ( if any ) will be the least of our concerns - (Bitcoin aside) no security system will be safe if that's the case. How many nation states will allow private ownership of a Quantum computer that can take over any system?

Quantum computing theoretically threatens all encryption efforts. "Just shift encryption" doesn't make sense. Being able to instruct a quantum computer to break encryption is a long way off though.
