There are ZERO US with a population of 10 million. The largest city in the US is NYC with a population around 8.3 million, give or take 100k. What you are referring to are metropolitan areas that includes the urban areas around a city. The NYC Metro Area includes parts of northern New Jersey.

Not sure where you get your facts from but Washington DC is nowhere near 10 million. The entire metro area is only 6.25 million, the city itself has less than 700, 000 and isn't even in the top 10, hardly on the verge of breaking 10 million.
