You really can’t compare eras here. The players today are literally allowed to travel and carry and push off at will according to the rules. Until Jordan, these rules prohibited the showy and hard to guard moves of today. Since Jordan it has been an ever expanding world for dribbling the ball. To me the best ball handler of all time was Nate Archibald. Not really flashy, but he played in an era of actual enforcement of the rules. He went wherever he wanted with the ball, didn’t turn over the ball much and is still the only player ever to lead the league in Points and Assists in the same year.

Another that can not bee missing in this top is Tracy McGrady since he Was one of the best scorers in the entire NBA and was one of the best players that has happened in the history of the NBA being so much so That he made life impossible for several players starting with Koby Bryant and LeBron James
