for those who are confused, black is preferable in this time control because if the game ends in a draw then black is considered the winner of the tie break. the player who bids the lower time gets to play black. as for the player with white, the pressure is on as they need to play for a win. in this case magnus opted to play white voluntarily by bidding 15 minutes which is the maximum time allowed and hikaru will need to defend him with only 9m 40s on his clock.

This tactic can actually backfire. Imagine hikaru bids 14:59, it will be hard to beat hikaru with the amount of time he will have.

Magnus said he did it because he wanted white, but that's part of the trolling as I see it. An 11 minute bid would have been perfectly safe without the risk of Hikaru somehow smelling the joke.
In the end, the joke was partially on Magnus himself because what he had really hoped for was for Hikaru to pull out all the stops, but Hikaru made a pretty conservative bid. Still, the slight insult did have a positive effect overall for Magnus.

It's not a troll, it's a strategic decision due to no equilibrium being established between them. Magnus knew that Hikaru would bid fairly low, but he wasn't sure how low exactly, so he didn't want to risk potentially only having half the time that Hikaru has (and only a few minutes total, which is bad in and of itself). That scenario would be really bad for Magnus. That's why he chose to bid the maximum because he expected that Hikaru would bid much lower than that. Essentially Magnus ended up having 55% more time on the clock, which is very useful against someone like Hikaru who almost always puts maximum time pressure on people. It allows Magnus to play a complex strategy in the game while Hikaru has to hurry just to calculate a few simple combinations every other move.
