A New York City's scaffolding partially collapsed onto a street, scattering debris on to the sidewalk and the street. The NYC Department Building said the collapse was due to 'a truck striking the structure.' The collapse took place around 8 a.m. between 7th and 8th avenues in Chelsea. Three people were left hurt as a result.
