James Ernest explains the daily challenges of tabletop game design in the "Insights" series. In this video, he builds a supplemental set of city tiles for Cold Comfort.

Cold Comfort is a game about building hotels in the Yukon Gold Rush. Players create the city with a mix of random tiles, and they score points by dominating indivudual neighborhoods.

James shows how he makes these city tiles, and also explains the process of deveoping the rules around playing them. From freeform rules with built-in street edges, through various incarnations including trying a rule from Copper Creek, the set of rules that create the right mix of neighborhoods is a critical facet of the game design.
