Can 100% confirm this spot is much better to farm this than the temple.
Spent 3 hours in 1st playthrough in temple trying to farm this and didn't get it. Got it in 2 tries at emerald hall.
In NG+, got it in 4 tries. Definitely a better spot to farm this.

NOTE: Put on the Golden Carp curio; it increases drop rate (you get it from the Loong Questline from Yellow Loong).
I got a Thunderflame Seal on the first run through of these 5 monks.

EDIT: 5 runs: 3 TFSeals. Done. 5 min.
