Rachel Reeves: 'Not an easy decision' to make cuts to pensioner payments

Chancellor Rachel Reeves says it's "not an easy decision" to announce that the winter fuel payment will only go to people with Pension Credit.

Sky's deputy political editor Sam Coates challenged her on the Labour government's 'instincts' - after a 22% pay rise was offered to junior doctors following a long-running pay dispute.

The chancellor says it is "the right decision" to resolve the industrial action in question.
