We have toll roads in the UK too :) as you said it is usually to pay for the road. Near me we have the Severn bridge, which crosses the river Severn from Bristol to Wales which is a toll in one direction, also for quite a few years now we have "congestion charge" to drive in central London of £11.50 a day !! (about $14.50 USD), we also have a toll on a section of the M6 motorway as well as many others.
