I get him! Locals, no one use it and police says nothing about it. Most of the times they’re even 3 or 4 in the same bike! With foreigners they behave differently. They take advantage of tourists to make extra money. Anyway, he’s not riding a bike, he’s walking with it.

Thai Police is known just to ticket tourists for not wearing helmet or having an international driver license.

They were doing their jobs, sure he is not riding the motorcycle right now, but how did he get from his accommodation to the restaurant? (Police's raido said that he parked at a restaurant and then pushing the motorcycle from a restaurant). Don't try to be clever and point out that others (local people) don't also wear helmats. At the end of the day if accident happen it is your lost (including your girlfriend who is filming). Also, potentially danger other road users too. This is NOT how to deal with Thai police, in fact it is not how to deal when you are using the road regardless of where you are. Please be sensible!
