I think a good evo concept for mini pekka would be that the strength of its hits make the ground shake, giving off a weaker earthquake that would allow you to get one hit on the tower if they used skarmy

I feel like control is a deck archetype with a lot of flexibility. For example, you can play more fast cycle type control decks like remi eli, miner poison, drill poison, etc etc for a deck with a robust defense that can then very consistently translate that into a strong offense that gives consistent chip damage and what distinguishes these from cycle decks then is that they more often than not want to counterpush rather than just focusing on being agressive and outcycling like a more standard cycle deck. But there are also the more heavy hitting control archetypes in balloon freeze, rg and such, where you can get chip but you're really looking for those big connections and so you really wait for that perfect opportunity to strike. And then there are the sub archetypes of control where siege focuses more heavily on the defensive aspect looking to gain opportunities for offense more strictly through defense, while bridgespam looks to create opportunites for a big offense by trying to manipulate the match into positions where you can start getting a big crazy attack going by using cheap pressure and efficient defense to get that advantage in the first place. But the one overarching concept that is prevalent and defining for control and its sub archetypes is that you are looking to control the match by gaining and maintaining an elixir advantage which is especially shown in the strong counterpush potential these decks have. That's not to say that every other archetype doesn't but no other archetype focuses on it like control does, even though every archetype applies that concept.
