seems like they wanted Pokémon lore to be more like Japanese folklore

These stories were not "scrapped", they were part of a creative exercice to emulate real-world mythologies.
Writers will write different concepts and short stories to try and nail a specific style they want to go for, and these stories are clearly just creation mythos, similar to the greek and scandinavian ones. Chronos ate all of his children, Athena was born from Zeus's head and Hermes from his thigh, and Zeus himself got frisky with mortals while transformed into various animals.
People are taking it way out of context and think that this was a fetish fanfic or scrapped content, but don't stop and think for more than one second or inform themselves.

Growing up as a kid, Vaporeon was my favorite Pokémon, as it was my starter in Pokémon XD: Gale of Darkness.
It switched at around 12 yo, and Typhlosion became my favourite, and has been ever since.
