Some good tips. The process is actually called Vernalization ~

" The induction of flowering by prolonged exposure to low temperatures, as during the winter in a temperate climate."

Garlic originated in the Caucasus region of Central Asia. I envy your location for growing season. Conceivably you could start bulbs in the fridge or freezer and grow Garlic year round. I farmed Garlic in N. Idaho for a few years. The ground would often freeze solid for a month or two. The colder the winters the better the crops seemed to grow. Good luck.

I dug up some garlic from a old home place in north Louisiana. I harvest some, and leave some in the bed. They know what to do and come back every year.

Tried to stratify my garlic in the fridge two years ago. Thought "longer is better" but after one month, they rotted. Last October I just planted w/o stratification and, like yours, they turned out a few very large bulbs that I will replant in about two weeks and many smaller for cooking. I'm in Northern California and our darn temperatures aren't dropping below the upper 40's-mid 50's. Will plant anyway.

I found a decent deal on hardneck Music and chesnok red. Im planning to vernalize them through November and plant them out this December hope it works I'm in Texas zone 8 so that trick is really all I can do

You can plant the small cloves and in a year or 2 they will get bigger.

How did the cold stratification work out? Do you leave the bulbs whole in the refrigerator or break them into individual cloves? What sort of container were they placed in? Thanks for any info.
