• PM called for global conference to deal with international terrorism.
• Intelligence sharing among countries needs to be increased.
• UN is not being effective in curtailing terrorism.
• State sponser terrorism have to be tackled at two level – dealing with terrorist organization and the country supporting such activities.
• Serious steps would not be taken by America and Europe until they are affected.
• Financial action task force is being proven effective in curtailing terrorism.
• Lack of consensus on what is terrorism? Among countries.
• Unilateral approach to deal with terrorism is only recently been used by India since surgical strike, world had shown support for such approach.
• Choking financial support of terror group is needed- difficult but necessary

Terrorism:
- Terrorism not a threat to country but entire civilization.
- When we thought LTTE was crushed, we just met with another attack by IS in Srilanka
- Voluminous reports on IS operating in safe haven through modules including western Europe

India & terrorism:
- We haven't been able to address terrorism in Kashmir - unable to isolate Kashmir from Pakistan.
- Insurgency in North east - 60's
- Left Wing extremism
- Sikh militancy

India's approach
- Unilateral: Changed from defensive to offensive - Balakot or surgical strike.
- Bilateral: PM's visit to Maldives, Srilanka
First foreign leader to visit Srilanka after the dastardly terror attack claimed by the Islamic State
- Multilateral forums: Very vocal in all forums
Trying extremely hard to put Pakistan in FATF's blacklist
Put diplomatic pressure on china which was the only roadblock in declaring Masood Azhar as terrorist.

Challenges:
- Countries looking terrorism through prism of national interest: Least convergence among countries on definition of Terrorism.
If there economic & political interest met - countries not really bothered
- Proxy war: Pak & Taliban have Nexus in Afghanistan, When Russia was involved US & Pak were united. Similar story in Syria & Iraq
- IS lost territory but ideology has spread far & wide: Al Qaeda functions without territory.
- State sponsored terrorism: Pakistan.
govt uses terrorist groups as instrument of state policy. It's even worse because Pakistan is nuclear powered country.
- Individual groups can be tackled but when state is behind the curtains there is a element of deniability.
LeT attacks in India or Hamas attacks - Pakistan & Iran can deny.
- Selective approach in terrorism - Bad & Good terrorism
- Taliban which we were fighting are on the negotiating table

Steps Need to be taken:
- Essential to control their finances: within J&K - control on illegal funding
one of the major finance - kingdom of Saudi Arabia
- Intelligence sharing & cooperation
- we should be cognizant of what may happen next
: futuristic
- Like minded countries must come together.

Terrorism is here to stay and can affect anyone. We must apply multi-pronged approach & have engagement with international community to defeat terrorism.
