Can I use iMessage with only my wifi turned on?

Switching it on and off is a hassle i want both sent as iMessage and sms at the same time cause some people turn off cellular data to preserve battery or dont have access to wifi at some areas

And mine doesn’t automatically switch to sms if my cellular data and wifi is off
