SO, while the patient resembles Miss Chanandler Bong in the scene, I'm fairly certain the actor is Mr. Frank Whaley, mentioned by another person as the Target guy. Scenes from that movie can be found in a great video for the A Flock of Seagulls song, Space Age Love Song, featuring him and the young Jennifer Connelly. Frank also featured prominently in the movie Retroactive.
