As a former Bowser Main, I would like to say that at the most part, the Dair is more useful than the Down Special because of the frame data, however the Down Special is better at killing.

As a bowser main one thing to consider is that Dair commands respect from your opponent, so sometimes you can mix-up your landing by holding away from your opponent to move away and get a free landing.

As a bowser main Don’t spam downair as it’s punishable on shield

Some extra tips from someone who’s mained Bowser since Brawl
Don’t use down b in the air until about the last stock when the opponent think’s you will down air and they shield
Jump up to opponents shielding on platforms with side b
Most of the time it’s best to play patient and punish with faster characters like Mario than just charging in
Up smash is absolutely ridiculous, it will beat anyone trying to land on top of you
When you hit someone outside your reach wait to see what they do to continue the advantage

A great mixup with bowser is if your opponent expects down air and shields, down B to break it and kill them at about 10%
