According to the NASM, In this assessment, the hands should be put on the hips so they can not be used to compensate for the lack of balance, putting them up or reaching forward is incorrect because it will give a false result. Also, the athlete should focus his eye on a straight-ahead object not looking down.

my hip tends to flare out to the side when i do single leg squats. i've heard that the hip, knee and toe should all be aligned but for me the knee and toe are aligned but the hip is off to the side. is that a problem of any sort?

I apologize to pick at your assessment like hani salah has and I do not know if NASM has updated their version of the single leg squat assessment but, I have noticed in the current NASM textbook that the unsupported leg is lifted approximately 6 inches off of the floor with a bent knee (the model in this video has the leg fully extended). Maybe an update to your video is in order?
