I had a similar problem, the upper arm wasn't getting enough water pressure to spin the arm. A new arm did not fix it. I pulled the dishwasher out (after unplugging) found the impeller motor, opened it up (tutorials on youtube) and found it clogged. I cleaned it, put the dishwasher in its place and it worked fine. Free fix!
