I love these types of obscure jokes from the Simpsons. It has nothing to do with furthering the plot and there is no obvious punchline, but it's not a stupid Family Guy style non sequitur either. There are literally hundreds of lines like this in the show and I have no idea why they're so memorable or funny

Homer is at his sweetest and nails every scene he's in in this episode. Worrying he's been making a fool of himself, playing moon landing with Bart and Milhouse, asking Bart for the TV remote via megaphone and having miscoceptions about virginity.
Hudreds of miles away from Jerkass Homer.

The way they animated his pupils while he's reading the paper in this scene is also absolutely hilarious to me

On a basic level that joke worked so well, imho, because it felt very real. The idea of a bigger event but finding out somethign embarassing can overshadow that. That and the human brain works in weird ways so you can get some very real nonsequiter thoughts when getting big news
