100% insertions are genetic.
But you can manipulate the peak in flexion by rotating your fist (pronation and supination).
Your ulna and radius wil move slightly shifting & pulling the insertions back or forth. Not much, but will manipulate the shape momentarily.

however, I do believe you can target the lower part of the muscle by focusing more on the extended ROM and supination in lifts. I know it's one muscle that simultaneously contracts & won't grow differently, internet is littered with science backing this up. But I regularly get lower part bicep pumps due to my lifting angles. So you can temporarily manipulate the local hypertrophy in the muscle. That'll last a day or two.

Conversely Incorporating elbow lift during the movement will emphasize the short head because it inserts on the scapulae (higher). Becomes very apparent in compound movements like with some calisthenic movements.

I'd recommend not trying to manipulate it and just train balanced in al ROMs. Incorporating compound movements is the best way to achieve that. I can personally testify with increased bicep gains by switching from weights to calisthenics during lockdown. Your natural balanced look is the best. Your unique combination of insertions is the thing setting you apart. Focus on that, it's the most you'll get out of your body.

You can rotate your wrist (stretch your bicep tendon where it insert in yr forearm) while flexing, it will make your biceps appear longer if you have a short bicep insertion.
