Is This Why The USA has a Trade Deficit with Canada?

Trump is likely to impose a 25% tariff on all Canadian goods. He claims a significant trade deficit. Here's my theory as to why there is a trade deficit.

The trade deficit is entirely due to oil because the U.S. gets it at a 30% discount to other sources. Canadian oil is largely refined in the U.S. so it lowers the price of fuel down there.
