Bill has insane levels of power even in the barrier his physical power was still strong enough to visibly create a crater (source bill vs. mystery shack). He also destroyed THE ENTIRE 2ND DIMENSION (source Bill himself), Took over a near infinite space connecting to every dimension though he can't travel between them from there easily (source Journal 3). Along with the fact that his mere presence caused dimensional rifts. Even ignoring how easily the collector gets manipulated (assuming they get smarter over time), there is no way for them to get as smart as bill who has been around trillions of years (source Stanford, Bill, and Journal 3).

Even if the collector is strong enough to move the moon (wish they were their for majoras mask, it would've saved me a lot of time) that doesn't come remotely close to Bills power. Neither Bill nor The Collector would really have the stone or puppet ability because it would be a battle of speed if they could use them against each other. You better not be thinking the collectors faster than Bill, Bill can go so fast it's almost teleporting (Shown in Weirdmaggedon 1 when Dipper confronts Bill). Bill can also fly fast enough to pass through the solar system in seconds (Though it is noted that the sequence in weirdmaggedon 3 with Bill and stanford could be incorrect). Another thing in that sequence is the fact he takes a giant bite out of earth covering the Western USA and parts of Canada. Which are gigantic pieces of land, though thats among the weaker things bill could do.

In comparison to Bill the collector is not nearly as fast even when factoring in the star thing he was shown to be on I'm for the future (which should've been a full season).
Not nearly as strong as bill and likely wont be in the physical side (his best physical feat is a strong one but not crater lever of catching belos attack (source is kings tide). Even thinking that somehow the collector gets much stronger both physically and magically (oh right magic) the collector would not nearly be at a no barrier bills strength. Or speed which I already explained fully.

Now to get to magic, Bill just has more then anyone on the boiling isles or any collectors. LETS PLAY COUNT THE MAGICAL ABILITIES CHILDREN
