Since I paint, and therefor primer, all of my prints anyways, I've just started printing EVERYTHIGN in clear resin. It allows the UV to get all parts and cure solid. Then I primer and paint. It has worked well for me so far.

Yes, I have had this happen to prints, especialy small solid volume prints that I created that hade to withstand a pressure/vacume chamber for mold making. I wish there was feature or slicer that allowed for single layer-multiple pattern light exposure setting that allowed user to have a gradient light exposure to allow for each slice to have a more cured inside layer while allowing the extriors light exposure to be fine tuned for detail.

There are a few things that I do. I always double-wash with multiple dunks and swirls to ensure the center is fully clean. I never expose the resin to degreaser, it disintegrates the resin model even if it is cured and I had a couple models ruined when I put it in an ultrasonic cleaner with LAs Totally Awesome to strip them. Always keep a hole in the model or a path of air when fully assembled so the pressure is always equalized with the environment. I try to fit a UV LED inside the model. If I cant, I have the air path to prevent the resin model from exploding later on. I also never soak the model in water without drying it immediately after in dry box or in front of a space heater.

Nice video to fix it. Interior leds are a plus to ensure you do it right. 
I had the same experience from the firsts prints and not happened again for a years. 
Just be sure the interior is cleaned and dry before close the holes. The ultrasonic cleaner is the best for this. What I do? 
-I wash the pieces in the first bucket of IPA (by hand),  
-then repeat with the second bucket (more clear or new IPA),  
-then put it in the ultrasonic with new IPA and let it dry for a night o day. 
-Then you check the interior is dry and it's ready to close the holes and cure the exterior piece. 
-Painting and mounting the final step. 
Never happened to me again. I hope that help you.

I've had this happen to prints after only a couple of months. What I do now is put it in an ultrasonic cleaner for a while to get the inside cleaned out.

I also use trasparent resins for the most part, if there's any uncured resin trapped somewhere I can cure the interior of the model

If you don't want to make a little UV curing light and do this, print all your hollow stuff in translucent / clear resin so that you can easily cure the inside.

I dropped a print and at first was sad but then saw that the inside was filled with goopy uncured resin and thought to myself "wow Im glad I didnt paint and sell this." Is the problem actually mitigated by printing non-hollow models, or can it happen when the entire inside is cured from the printer?

I had Chitubox report cavities in models that were solid. Printing solid isn't always the answer. It depends on the design. I had another model that reported cavities after I hollowed it. Even adding holes didn't help.

I had this happening with some coins I made earlier this year that started splitting apart not too long after making them. They were hollow and I did the full alcohol soak to try and remove as much uncured resin as possible, but then they sat in my unfinished and non-AC garage and many split. I wish I would have seen this before. I could have easily built something like this and not wasted so much on failures.

This has happened to me before! It was thankfully not with anything of much value, but it could have been!

Like others mentioned, I wouldn't hollow anything that small, but for larger items I bought a great little UV torch in the correct wavelength range to cure the inside. Just shine it in the holes for a while to make sure it's cooked, and voila!

Have you printed two of the same part. 1 is the control the other is the one you put a light inside. Then after a period of time cut them open and compare the mothod and if its making any difference

I’ve been thing about trying something like this but I thought maybe using fiber optic cables with the one side sitting against a flash light and the other end going in the print. Not sure if that would change the intensity of the light or not or Chang it’s wave length off 405nm Any thoughts?

I'm still very new to all this but does this only happen to hollow prints or does this apply to everything that is resin printed?

Not every thing needs to be "hollow" the resin saved on the arm you was holding would have not amount to much. for legs and arms if possible I print it solid yes there a small chance on a solid arm for resin to be trapped but not enough of risk I worry about

Some materials are better than others, but the cross-linking in these UV cure resins is unfortunately prone to reversion, much like you find on older 'soft-touch' plastics that have mysteriously turned sticky/gooey. Almost all 3D resin prints will revert to goo eventually. Only real solution is to keep backups of your print files.

or print solid, but your normally better of flushing the models better so the drain holes actually have cleaner flowing through them, then if you feel like it then toss in the smaller UV lights
