Too bad it doesn't change his "Demacia" lines to "Bilgewater", "King" with "Captian", and "Justice" with "Loot".

That sigil on his back is definitely a play on the white beard pirates from one piece. Looks just like it. Not to mention he has an open coat with a cut up chest, just like their captain. For sure a reference, looks sick. WIsh there were some dialogue changes.
