How to fix Crysis 2 Low FPS Issues

This is lame. This is not how to fix the FPS bug in Crysis 2. The FPS drops when the game is full screen for no reason, but when you switch from full-screen to windowed mode using Alt + Enter, the FPS goes up, which is counterintuitive, because, if the GPU is too weak to support FPS in Fullscreen mode, then it is too weak to do it in windowed mode, which requires more GPU processing and VRAM to handle the Windows GUI.
