I just got to that chapter yesterday. I made Connor a deviant but went a different route and basically made Hank distant, especially after killing Chloe. I tried everything I could to stop his suicide but when Connor left the house, I thought shit was sweet, until I heard the gunshot, and I genuinely jumped.

I think Connor become a deviant earlier than when he chooses wether to join the revolution or not. Even if you choose that he will remain machine, he's still a deviant. "Machine" Connor is loyal to the humans because he sees his job as most important and he's obsessed with it. He has free will, and he chooses his mission.
He always says: "I have a mission and I always accomplish my mission"
That's why he feels guilt here, Because thinks that choosing his mission over hank made hank do what he did

I feel this shows that Connor was destined to become deviant in Detroit become human,
His human interactions with other people,
The way he reacts to certain situations.
Even when your trying to be a cold devious 🥶 machine you can still see some humanity in Connor.
Showing the plan to let him loose then regain control at the right moment was truely the real plan from the start.
